Charisma Troiano was most recently Chief Spokesperson and Deputy Director for public affairs at the US Department of Energy. A seasoned communications strategist, Troiano will lead Groundwork’s economic communications, media relations, and narrative change efforts
Groundwork Collaborative today announced Charisma L. Troiano as its new Chief of Communications. In her new role, Troiano will lead Groundwork’s ambitious communications agenda, including media engagement, digital content, and narrative strategies–as well as oversee key initiatives including the Economic Speakers Bureau.
Troiano brings a wealth of experience in public affairs, government, and advocacy, most recently serving as Deputy Director and Chief Spokesperson for the Office of Public Affairs at the U.S. Department of Energy.

In her role at the Department of Energy, Troiano led communications strategy and served as a trusted advisor to Former Secretary Jennifer M. Granholm. She also served as Press Secretary and Deputy Press Secretary at DOE during the Biden Administration.

Previously, Troiano held positions as Director of Communications at Democracy Forward, a public interest litigation firm fighting corruption in government policymaking, and Press Secretary for Brooklyn District Attorney’s office in New York City. Born into a proud family of immigrants, Troiano is a graduate of Vassar College and New York Law School.
Joining Troiano will be Jayme Link, Groundwork’s new Communications Associate. Link comes to Groundwork from Pew Research Center, where she served as a Communications Assistant. Link also previously worked in the press office of Senator Amy Klobuchar (D-MN).
